Texas Fails to Advance Bills to Change Seed Certification Authority

Two bills introduced in the Texas legislature involving seed and plant certification authority have run out of time to pass. HB 1266 and SB 677 would have moved jurisdiction from the Texas Department of Agriculture to a newly created Texas Crop Improvement Association.
